Mhalbi is a creamy rice pudding typically served around the time of Ramadan in North Africa. This orange flower rice pudding is made with rice powder, whole milk, and sugar for a sweet creamy pudding. Lightly flavored with orange flower water, this pudding has a lilting citrus flavor.
