- Season beef liberally on all sides with salt and black pepper. Allow to stand at room temperature for 30 minutes before roasting.
- Preheat oven to 400°F.
- Set beef in center of roasting pan. Rub butter evenly over exposed surface of beef. Sprinkle with garlic powder, if desired. Pour beef broth into pan until 1/4 inch deep.
